The waters are receding, there's no power, but the water has been turned back on. The recording has a second call from Mr. Dempsey. Captain Ed Polanski of Wallingford is interviewed about the flood victims that he rescued by helicopter. Jean Cobert, the woman's director of WTIC, reports from an evacuation station in Farmington. Ross Miller interviews Linda Bartholomeo, a five year old girl who was tied to a tree overnight. The man who tied the girl to the tree is also interviewed.
